What does it mean to work in restraint?

UNI 11158:2015, at point 3.54, defines a restraint system as an individual fall protection system that prevents the worker from reaching areas where there is a risk of falling from a height.

The worker must wear personal protective equipment and a restraint belt, which is a component that surrounds the body and is composed of elements that, together with a restraint lanyard, limit the operator's movement so as to prevent him from reaching areas at risk of falling.
